What exactly happens at the end of the last Chobits episode?

What happens when Chi comes back... Im talking bout when the persoconms have that gleam in their eye it always confused me.

I think that Chii basically gave all the persocoms the ability to feel certain emotions like love, which technically makes them human (because most people think that persocoms aren't human cause they can't fell emotions), so the gleam in the persocoms eyes is a anime technique of showing emotional depth (usually used to depict the difference between humans and robots in anime)

When Chi came back and she made it so that all the persomconms can now fall in love.
